This is a proposal to create an ecosystem-wide issue repository, in which anyone can add github issues of projects related to Ethereum. Visitors vote on the issues that they'd like to see implemented, and they can furthermore crowdfund them by attaching bounties. The bounty provides incentive for developers to take on these issues, and the vote signals the importance of an issue to the community.

A prototype of this proposal could be simulated via a github repository, by creating a new issue for the listings, and voting on them.
