When inserting a new successful build, any existing failed builds should be removed, so if an import replaces a failed build, or (less likely) a natural build happens to succeed after a failed build was logged, the failed build should be removed.
We could PK the builds table on (package, version, abi_tag) and on conflict update in the add_successful_build function.
