Update to use Twitter API v2

I can't see anything about when v1 will be deprecated.

And/or maybe wait until Twython, or some other wrapper, supports v2?

Doesn't look like Twython will update to use v2 necessarily. So if we want or need to support it we may need to switch to using a different library. Options:

• python-twitter "A simple Python wrapper for Twitter API v2"
• tweepy "Twitter for Python!"

This feels a bit more urgent (although it's all relative) now I've discovered that to access the v1.1 API you now have to request "Elevated access" after you've created a developer account. An extra step of faff.

For clarity, I'm unsure if this is worth doing, given the current restrictions on Twitter v2 API use.
