Support PPE profiling

One of requirements in our systems is to be suitable with other tools. As PPE has now Profiling feature, it would be nice if PFIO rides on its use cases, rather than inventing its own.

Update: PPE and PyTorch are both not ready for 3.10. pfnet/pytorch-pfn-extras#386

Target tasks:

• Local Profiling with PPE for Local #326 / Support PPE profiling for Local #340
• S3 Support PPE profiling for S3 #341
• Zip Support PPE profiling for Zip #344
• CachedHttpFs Support PPE profiling for HTTPCache / HTTPCachedFS #356
• FileCache / multiprocess FileCache Support PPE profiling for FileCache / MultiprocessFileCache #350
• HttpCache Support PPE profiling for HTTPCache / HTTPCachedFS #356
• Add test suite with/without PPE

Approach:

• Put PPE's decorator onto PFIO
• Check if we can get stats by adding current decorator
• Check the chrome tracing in outdir once PPE emit happened: c.f. Extension to export profile result in Chrome Tracing format at specified interval pytorch-pfn-extras#729
• Save the start/end timing as trace with PPE

So it's now ready to ship ㊗️ . It'll be included in 2.9.0 release as the key feature of the new release.
