Support both of:

/grant user permission

/grant
Which user do you want to grant a permission to?  # maybe a menu with users if there are not too many
@pawamoy 
What permission do you want to grant to pawamoy?  # maybe a menu with available permissions? would need to define them somewhere
can_request_help
Done! Permission ... was granted to ...
