Add "Passing" somewhere near the unique humanity score within the Passport app when a user's score is above a threashold #3155

User Story:

As a user
I want it to be blatantly obvious when I have a passing score
So that I'm not wasting money and time trying to build up a higher score

Acceptance Criteria

GIVEN a score of 20+ with the standard Passport app (not custom)
WHEN my score goes over 20
THEN I want more aggressive words or an icon that catches users attention to let them know they've done all they need.

If we were to also implement this with custom scorers, we will need to implement a score threshold field within Django that can be adjusted to the partner's unique threshold needs.


Reason why I'm submitting this: I've continued to see users trying very hard to build up as high of scores as they possibly can, and I don't think the confetti, the side module, our knowledge base, or partner comms are enough for users to understand that 20 is the goal.
