Investigate the reason for the 500 errors which are sometimes happening in the IAM #3133

apparently these might be cause by request to external APIs (passport API in this case) are timing out
do we need to optimise something in passport? Do we have the proper DB indexes? Is the HTTP call routed to the correct ECS task (ideally not the one serving the admin)
