[BUG] Developer can't create a Scorer within developer portal

Overview
A developer (0x829d03f123410D3A35b12D41E26147b15296Da67) is not able to create a scorer within the developer portal.

They sent along the following error that they are seeing in console:

Steps To Reproduce

1. Go to the developer portal (scorer)
2. Click on "Create a scorer"
3. See error

Observed behavior
[I'm waiting to hear back from the developer]

Expected behavior
The developer should be presented with the interstitial that they will use to create the scorer.
