Usage of parcel with elm and subdirectories

Just if other one felt in the same trick

I used to run all node programs by setting in my path ./node_modules/.bin like this in any node project, I have access to installed locally sub commands, all are documented in package.json and we have the same version, the project could be runed without globally and unknown utilities.

Doesn't work for parcel@1 because of setting cwd of spawn to the elm entry file that is in a subdirrectory src/elm and it is obvious that from this subdirectory the elm command could not be found.

By running yarn run parcel src/elm/OneOfTheMain.elm seems good.
