На данный момент у нас в системе есть только 2 роли - администратор и обычный пользователь.
Есть смысл завести понятие Роль, и разрешать выполнять некоторые административные функции людям с данной ролью (например, просмотр жалоб на слова).
Как минимум одна из ролей - Редактор.
В UI-редакторе для каждой роли должен быть список пользователей, имеющих эту роль.
