Hi !
There is only a few situation where you have to force OCR (meaning rasterize pdf and do a new OCR). I would do that, for example, for bank document, because they character map is purposely wrong (meaning that you can't copy paste texte from pdf) and redo OCR doesn't create new text.
The idea it that we should be able to choose "Redo OCR" or "Force OCR" as an action on a pdf.
