Steps to reproduce

Turn on grouped in the docs here. https://blueprintjs.com/docs/#select/select-component

Hard to say how long this has been an issue because not all users have the "always show scrollbars" browser/OS setting enabled.

Need to look into whether it's a docs-app bug or a Select component styles bug.
