A commonly usable scheme-test-action needs to be able to verify multiple versions of channel/repository schemes, not just the latest.

At least current 3.0.0 and up-comming 4.0.0 should be supported.

Code for testing 4.0.0 already exists at wbond/package_control_channel#8713
