peers.json is never saved on persistent storage #561

The octez node saves a local list of peers so it does not have to query bootstrap peers at reboot.

I have never seen a peers.json on tezos-k8s. Please investigate if it's indeed missing, and what to do about it if it is.

Peers.json is normally saved at node shutdown time.
