When a new bot is released it should say hi or most likely its version at least.
There should be a configurable channel that it sends the message to.

Optional: maybe it could link to the latest release for notes of changes as well.

Acceptance

  • When the bot starts it should say Booted: Hackbot ${config.env} running v${version} (just like the version command)
  • A new configuration item should be added for: bootMessageChannel in config.ts
    • Should pull from: process.env.WELCOME_CHANNEL
  • The message should post to the bootMessageChannel
