v-pre behavior clarification / potential bug

I'm using the v-pre directive on an element with attributes:

When I view the final rendered output, any attributes starting with on-* seem to get stripped away:

Note the absence of the on-test attribute.

Is this behavior intended or a potential bug?

Link to demo in SFC Playground, you have to view the rendered output in the Elements panel of the Developer Tools.
