How to reference nested .dll files using a NuGet Package?

I want to create a package which works exactly like this one:
https://nuget.info/packages/Revit_All_Main_Versions_API_x64/2024.0.0

The Result is:

I am able to refrence multiple version of the same package with XML, like this:

What am I doing wrong? how can I replicate the same functionality?
