my workaround was just pass it directly into the node section as environment variable instead of a global variable -

Error: Can't store NODE_OPTIONS output parameter using '$GITHUB_ENV' command. What is the official work around for this?

So on October 3rd Github announced that they will no longer be allowed to store NODE_OPTIONS using $GITHUB_ENV. Has anyone here figured out a work around and possibly provide me an example because my pipeline is now throwing errors.
I believe its echo statements like the following that are causing this error for me.
echo "NODE_OPTIONS=-r exampleci/init" >> $GITHUB_ENV
