Private repository user could not be added

Hello,

For the past two weeks, I've been attempting to add a user to my private repository without success. Despite extensive searches, I've been unable to resolve the issue, prompting me to seek your assistance.

The user in question initially had a US-based account. However, even after creating a new account with a German email address, we encountered the same problem. When I navigate to "repository settings -> Collaborators -> Add people" and search using both of his usernames/emails, selecting his name results in the error message "User could not be added."

Could you please assist with this issue?
