github context not accessible from composite action outputs

The github (and possibly other) contexts are inaccessible from inline expressions in a composite action's outputs fields (https://github.com/lisanna-dettwyler/composite-action-output-context-bug/blob/master/action.yml#L18), meaning you have to always use a shell to pass the value as a step output.
