workflow_run event trigger should support conclusion field to avoid queue flood

I've many workflow files that is triggered by issue comment and workflow run, which is making queue flooding due to too many workflow_run dispatching.
Most workflow_run will be skipped since it's limited by if of the jobs as written in https://docs.github.com/en/actions/using-workflows/events-that-trigger-workflows#running-a-workflow-based-on-the-conclusion-of-another-workflow

Is it possible to have field like conclusion to avoid queuing of jobs skipped by conclusion of workflow?
Or maybe it would be better to have another trigger like workflow_conclusion which only checks the completed workflow run's conclusion.
