Strange problem with bigger image upload in chat

After updating to 3.0.0 and up our support team started to send me messages about some of clients unable to upload images into chat.
Client sees image in chat, but it is with red frame and our support team do not see image from their side.
I managed to reproduce this, just uploading different size and resolution and sometimes it shows red frame on image and it is not seen from support staff side.
Maybe someone can help with this and guide me what can I do to eliminate this behavior.
P.S. Right now I am on v3.1.1, self hosted on 22.04LTS Ubuntu.
P.S.S. It seems that I cannot upload high resolution files - just creating print screen of my 2.8K desktop and I cannot upload it, but if I take screenshot of only ~1/4 part of my screen and upload - it works!

As I saw in documentation limit on uploading is 40MB, so what I can do more to allow big file upload?
