Description of issue

I do not have root access, this is a Ubuntu 20.04 LTS docker container without any build tools running. This has led to the weird behavior that I cannot build anything from source, including the compiler itself. This seems like a catch-22, do I have to curl a prebuilt compiler binary to bootstrap the system?

Probably. There are two ways brew can work, it can download things with the right configuration or it can try and compile things.

Without a compiler or the right configuration that will not work so you'll need to fix one of those
