Description of issue

The default CI setup that brew tap-new generates is causing build failures with any formula on ubuntu-22.04 with the following error: Failed to determine dependencies for '<formula name>'. I added the -d flag to brew test-bot and it results in the following results.

In case anyone is curious, I fixed this by adding HOMEBREW_NO_AUTO_UPDATE=1 brew update --auto-update to the workflow file before brew test-bot --only-cleanup-before.
