[Improve] TraceAll loglevel should be 10

What happened?

Many of the core K8s decisions are logged at a level V(10). Because of this, we should consider the TraceAll log level to be 10 (instead of the recommended 8). Currently you need to manually edit the code to get these log info

What did you expect to happen?

Use TraceALl to really get all the logs
