implement openlayers with bing offline server

hi, I want to ask, how to use bing offline server with openlayers 2.13, I have use OpenLayers.Layer.VirtualEarth implement with my bing offline server. But there is a problem when we zoom extent.. I don't know why, it happen recently.. I search in google that virtual earth have been deprecated and must replace with bing layer....how to use bing layer with local bing map server and not connect to inetrnet in use the map.
