Password manager notification bar overlaps top navigation

Describe the bug
The "Save Password" or "Update Password" bar that password managers such as Bitwarden and LastPass inject block the EU from accessing the top navigation until action is take on the notification.

This was only tested with LastPass and Bitwarden on Firefox and Chrome. There is sufficient evidence to think that this will also occur with other password managers and Safari or Microsoft Edge (Chromium version)

To Reproduce
Steps to reproduce the behavior:

1. Login to an OpenCAD instance with either LastPass or Bitwarden enabled.
2. Observe the "Save Password" bar blocking the top navigation.

A clear and concise description of what you expected to happen.
