CIRP: Enable the filtering of reports by year

Currently it is only possible to filter the reports published on the Censorship Incident Reporting Platform (CIRP) based on keywords ("Search by incidents") and "most/least recent".

It would be nice if the platform included a filter for filtering the reports by year.

While currently all reports are only from 2023, in the future, we will have many reports spanning from multiple years, so it would be nice to add support for enabling such filtering. I imagine such a filter being useful to easily be able to find the reports from each year, which would support reporting to funders, our monthly reports, etc.

I don't view this as a necessary feature prior to the public launch, but it's certainly a nice feature to have in the future.
