Congrat popper seemed to be completely missing

The popup saying onRunTime was added in following, did not appear for me.

I had a modified version of this extension running (with bg color #191919,
For reinstallation, I disabled that extension and installed v1.1.16 (Browser: Microsoft Edge) and saw that the popup was missing.
It could be possible that it happened due to older version being already installed but I think It actually is a bug.

if you scroll down you will see the disclaimer that's say almost the same as the congrats popup
We've removed the congrats popup because its cause perf issue and we've added this page
