I am using the Windows 32-bits installer (SwitchHosts_windows_installer_4.1.2.6086.exe) (via the Chocolatey package switchhosts) and I cannot find a way to tell him to install the application "For all users" (in the common Program Files folder), not only for the one running the choco install command.
It looks like the installer does not supports CLI options/flags: Could one be added to allow choosing targeted users?
