Сейчас, проверка заполненности выполняется внутри обработчика before_save. Будет правильнее, выделить эти проверки в отдельный метод и дать возможность формам вызывать его для заданного списка реквизитов.
Кроме проверки заполненности, добавить проверки диапазонов, владельцев и прочих свойств, которые можно определить в метаданных
