Swish + Scroll & Navigate with Modifier [enhancement]

Description

Allow the option for Scroll & Navigate to have a selected keyboard-modifier simultaneously pressed.

Rationale

Swish has gestures which can be activated with Scroll & Navigate. On trackpad, I can use 1 hand to activate cmd (my secondary modifier) and perform a gesture. By allowing for modifier-Scroll & Navigate, I can still use 1 hand for the secondary gestures.
