I have set ToS in a way that internal users don't need to accept them, but external users do.

If a user sends a link to a number of people in an E-Mail, the external users get asked to accept the ToS as expected.
Internal users don't get asked - also as expected - but they then encounter a 403 forbidden error message.

This issue does not to affect the admin user.

ToS setttings:
Internal users need to accept - off
External users need to accept - on

Internal User A creates public link and sends it to mixed crowd of internal users B and external users E
Internal User B opens the link, file content does not get shown, when wanting to download gets 403 forbidden
External User E opens the link, needs to accept ToS, can work with the document as intended

Using latest Update of ToS on latest Nextcloud version 30
