Cannot pass INewRelicConfig to Logger

Because we SlowCheetah to define app config transformations for our services, I was hoping move all of the sdk configuration to app.config and pass an INewRelicConfig object to the Context to use instead. Unfortunately, Logger does not use this INewRelicConfig object, but instead it is hard-coded to use the configuration defined in newrelic.json.
