k8s: Documentation

• Testing in development mode. In order to test the agent (including customer instrumentation), customers should add newrelic_rpm as a part of the Gemfile's dev dependencies
• (Release process) - a docker container should be built and published to Docker Hub after each release via newrelic-agent-init-container-releases. We should add a check to ensure this works, and consider ways to automate the notification of a successful publish.
