Context & problem description

FR from @johngull:

neuro-extras data cp  show such error ValueError: This command can't be used to copy data between two storage locations . But we already have data transfer , so it will be useful to show something like please use neuro-extras data transfer for this .

We might consider merging neuro-extras data cp with neuro-extras data transfer, to remove unnecessary confusion
