Observed some tenants on staging stuck in

ERROR: Not found: Tenant 1739d87668c4611fc017cd47a7776ff7 not found

They existed in storage controller database, but not in memory, causing detach on pageservers. Restarting storage controller (temporarily?) fixed this.
