Add a separate highlight group for deprecated diagnostics and unnecessary code

There are 2 specific diagnostics tags that could be translated into unique highlight groups. This could cause visible behavior changes - we'd pick some default severity to map deprecation to, but if there is a deprecation diagnostic an an unexpected severity and the highlight suddenly is based on a different property it could cause some diagnostics to highlight differently than they would otherwise.
