Feature Description

As a companion to #2944, implement a component that logs events to a supplied RAM buffer. This allows sending events that happened just before a reset. It would also look in the supplied memory after a reset to see if there are events to send.

Rationale

This would allow logging of events in a separate component from from Svc/ActiveLogger.
