It appears you are attempting to run the incorrect version of Outlook on the Desktop.
If you have 64-bit Office installed please use the 64-bit Outlook on the Desktop
If you have 32-bit Office installed, please use the 32-bit Outlook on the Desktop.

Microsoft Outlook : 1.2024.223.300 (Production).
