Develop process for identifying finalized content.

A small text change might not take long, but constantly having to jump back in and out of the codebase to fix typos and update assets can result in a loss of development time. We should have a process for identifying completed and approved content that makes it easy for developers to identify and incorporate. (A Google doc that's used for evolving the content can be hard to rely on as a source of final truth. It can also be really hard to parse.)
