Identify most appropriate milestone locations and and add code defined in https://mozilla-hub.atlassian.net/browse/SYNC-4327 in order to record a given milestone and associated information.

(This ticket is soft-blocked by https://mozilla-hub.atlassian.net/browse/SYNC-4323, however code can presume that trackable:Option<String> exists for merge reasons.)
