During development, at least for debugging, we are using local packages, which are reflected in the requirements.txt files. We try to keep this aligned with what's in ODK, but that can be a little difficult. When ODK gets updated, it can get out of sync with our local packages.
Ideally we would keep these in sync so that our development environment matches that of the runtime.
Context
This causes problems sometimes, where when ODK gets updated, we don't realize it during development for a while. For example pronto got upgraded recently from 2.5.5 to 2.5.7 which resulted in #655.
