How to prevent loading all remotes when importing only one

It always loads all remotes when I only import one. I made some AB tests, and sometimes, there is only one remote should be loaded, but all remotes will be loaded then unexpectedly.

This is my settings:

plugins: [
    new webpack.container.ModuleFederationPlugin({
        remotes: {
            'foo': 'foo@https://static.example.com/remoteEntry.js',
            'bar': 'bar@https://static.example.com/remoteEntry.js'
        }
    })
]

I also tried:

plugins: [
    new webpack.container.ModuleFederationPlugin({
        remotes: {
            'foo': 'foo@https://static.example.com/remoteEntry.js'
        }
    }),
    new webpack.container.ModuleFederationPlugin({
        remotes: {
            'bar': 'bar@https://static.example.com/remoteEntry.js'
        }
    })
]
