PDF Arranger's installer or package metadata does not register the application as a PDF file handler, which means PDF Arranger does not appear in the 'Open With' menu when right-clicking a PDF file.
Additionally, when manually adding the file association, PDF Arranger displays its description ('A simple application for PDF Merging, Rearranging, and Splitting') instead of its application name in the menu, which differs from how other PDF applications are displayed. It's unclear whether this is due to the installer or the package metadata provided to winget.

I believe that the package manager doesn't currently have the capabilities needed to register an application as a type handler. This would need to be changed in the installer, which is controlled by the package developer.
