Run and Debug is missing the blue "run and debug" button.

The run and debug section is missing a blue button that says, "Run and Debug." When I try the f5 sort cut, it says "localhost refused to connect." If this is not fixable, tell me how I can import all my coding files into a BRAND NEW coding browser in VScode, so that the button will appear when i open all my files. PLEASE FIX/RESPOND NOW PLEASE!!!!!!!!!!!!!
