[Bug]: LSP may show error notification when user creates TypeSpec project but no compiler installed yet #5418

Describe the bug

LanguageClient will popup error notification directly when failing to start which will be confusing when our extension is started by the "Create TypeSpec Project" command with no compiler installed yet.

Reproduction

create typespec project with no compiler installed on the machine
