Typecheckingmode in a pyrightconfig.json is not used when determine result of 'Generate with Type Annotation'

1. Make sure this is not set: python.analysis.generateWithTypeAnnotation
2. Create pyrightconfig.json that sets the typechecking mode to something other than 'off'
3. Create a python file
4. Create a class
5. Complete the __init__ method.

Expected result:

__init__ method has a type annotation

Actual result:

__init__ method does not have a type annotation.
