[Tracking Issue] Add HTTP Snippets Generation

To add HTTP snippets generation as a language, the following needs to be done:

• Add the language in the options
• Add an additional refiner
• Add refiner to the RefineAsync method
• Add unit test for the new refiner methods
• Add the writers
• Add unit tests for the writers
• Add generated samples (optional)

We decided that we're going to implement new file formats (such as http snippets) as TypeSpec emitters going forward, rather than inside Kiota, so we should put a pin in this.

We should continue the work here. Kiota standalone needs to generate http snippets from OpenAPI files.

@garethj-msft Wut? Snippet generation is part of the API consumption experience and is a key aspect of the Kiota story. We have 1P customers waiting for this feature and want to use it to generate snippets based on existing OpenAPI files.
