Kiota should bump its OpenAPI.NET dependency to 2.0 once it's released

As part of the OpenAPI.NET 2.0 version, the lib will add support to OpenAPI 3.1.

Kiota should update its dependency to the newest version once it's released, so we can support client and plugin generation for any OpenAPI description <= 3.1

We have a pretty old issue #3914 we might want to use this one instead since a bunch of community members are following it already :)
